Tattoos are generally uncommon in Rwanda and can draw curious or cautious looks, especially from older people or in more traditional settings, so it is best not to assume they will be seen as a neutral fashion choice. In urban areas and among younger people they are more accepted, but keeping them discreet in formal, religious, or family contexts is the safer norm.
