Being on time is generally expected for business meetings, appointments, and formal gatherings in Ukraine, and arriving late without warning can be seen as disrespectful. For casual social plans there is a bit more flexibility, but it is still polite to message ahead if you will be delayed, especially in larger cities where schedules are taken seriously.
