Bargaining is normal in markets, street stalls, flea markets, and when hiring informal services like taxis or guides, but it should be done politely and with a smile rather than aggressively. In shops, restaurants, and most fixed-price businesses, prices are usually set, though you may still get a small discount for cash, multiple items, or if you ask in a friendly way.
