Being on time is appreciated for formal meetings, government appointments, and business, but everyday social gatherings often start later than scheduled, so a short delay is usually not seen as rude. In Asmara and other urban settings people may still expect you to arrive reasonably close to the agreed time, especially for official events or when meeting elders, while in informal settings flexibility is more common.
