Public LGBTQ expression is generally kept very discreet in Burundi, and same-sex relationships are socially stigmatized, so travelers should avoid open displays of affection or assuming people will discuss the topic comfortably. The country’s 2009 penal code criminalized same-sex relations, and although enforcement is not always visible, local attitudes remain conservative and privacy is the safest approach.
