Public displays of affection are generally kept very modest in Jordan, so holding hands may be acceptable for some couples but kissing, hugging, or more intimate gestures in public can draw disapproval, especially in conservative areas. In Amman and other urban settings you may see a bit more flexibility, but it is still best to stay discreet around families, religious sites, and during Ramadan.
