People in Israel are generally direct, outspoken, and comfortable with animated conversation in public, so a firm tone or quick back-and-forth is usually normal rather than rude. On buses, streets, and in shops, people may stand close, speak loudly, and move efficiently, while in more religious areas you should dress and behave more modestly and avoid public displays that could be seen as disrespectful.
