Public LGBTQ expression is still often kept low-key in Montenegro, especially outside Podgorica and the coastal tourist areas, so travelers are usually safest avoiding public displays of affection and reading the room before discussing identity.
Pride events and visible activism do exist, but social attitudes can be conservative and some older or rural communities may react with discomfort, so discretion and respect for privacy are the norm.
