Bhutan is generally very safe for travelers, and the main practical norm is to stay calm, follow local instructions, and avoid drawing attention to yourself in public. In towns and on mountain roads, people are usually helpful and crime is low, but landslides, steep terrain, and sudden weather changes make it wise to respect road closures and travel with local guidance when moving between valleys.
