Bargaining is common in informal markets and with street vendors, but it should be done politely and with a smile rather than aggressively. In shops with fixed prices, taxis, and restaurants, haggling is usually not expected, and in many places a brief back-and-forth over the price is more about friendly negotiation than trying to drive the cost down sharply.
